For those of you that were waiting for the information about what Rechargeable Battery Review does and how to use the information, it should be available today.
I shouldn't have given a fixed date. That was an oversight. With summer, the kids, vacation, Bell Sympatico ISP hardware failure more than 3 weeks, and lots of other stuff ....

Yes, many, maybe all reputable manufacturers use a standard for testing their product. No question.
Do all of them. I don't believe that.
When and what samples are used when testing?
What about quality control and production after intial samples have been tested?
How many of these products come from China? We've known for a long time that many products from China have quality issues. Just look at the news and all the recalls. China is not the only place with quality issues. I am sure that there are really good companies in China, not all. How many?
The battery and rechargeable battery industry is no exception.
What is on the label does not represent the standard. I don't see it written anywhere. You are getting into a Standard vs. Marketing vs. Sales vs. Quality vs. Datasheet debate.
Some datasheets state that their life cycle data was derived from a test that followed the IEC standard. The capacity makes no statement. Why?
Well we could debate this too.
We do not use the IEC standard. We don't have the equipment to do so. We don't have the resources or manpower either.
The Fixed Load Test will NOT produce the same results as the Constant Current Test.
We do want to make things clearer for those viewers that do want to know.
Our results are not absolute. They represent what is available on the market as we acquired them, just like the consumer.
